Lotha (I.A.S.) in his memory and for the propogation of the ideals of educational excellence, courageous leadership and societal responsibility with compassion, that he exemplified in his distinguished service to the people of Nagaland as an administrator and political leader of the highest calibre.

Brief Biography

Shri T.C.K Lotha, son of Late Thungyamo Lotha, of Tsungiki Village of Wokha District was the first Lotha I.A.S. Officer from the Uttar Pradesh 1964 cadre. Born in a humble family, he started his education late from Chukitong Primary School, 1948-56, and later matriculated from D.M School, Imphal, 1956-58. He completed his graduation from St. Anthony’s College, Shillong, 1958-60, and also obtained a L.L.B. Degree from Govt. Law College, Bombay 1960-63. He is an alumnus of Alphenstone College, Bombay.

He was an active student leader throughout his academic career. He was one of the Founding Members, Naga Students Union, Shillong and also a President of the Lotha Student’s Union, 1956-58.

Overcoming numerous insurmountable odds he was finally able to clear the UPSC exams in 1964.

His career was borne in the Uttar Pradesh cadre of Indian Administrative Service. He worked as the Joint Magistrate and SDO/SDM, Handia Sub-Division of Allahabad District. In 1966 he was posted to Pithoragarh district and took charge of Dharchula Sub-Division on the injunction of India-Nepal-Tibet Border. During 1967, a large number of Tibetan refugees with thousands of animal heads entered India through his area. Under his initiative, leadership and organizational ability, all the refugees with the animal heads were sent down to mainland without any mishap. In this he has exhibited a high order on initiative, leadership, foresight, proper planning and dedication to his duties.
